HTC made life easier for a number of its customers, by posting the HTC Camera app on the Google Play Store. HTC and Motorola have been moving system/core apps over to the app marketplace, making it easier for the manufacturers to update a specific part of the phone. By having the app on the Google Play Store, it can be installed on a phone without requiring a firmware update to be sent OTA. Without an OTA update to disseminate, carriers don't have to vigorously test it.
The HTC Camera app also comes with the Eye Experience update that adds several new features to the rear camera of certain HTC handsets. According to the listing in the Google Play Store, the Eye Experience features will vary depending on which phone is installing the app.
Recently, the unlocked and carrier-branded versions of the HTC One (M8) received the Eye Experience features combined with the Android 4.4.4 update. The Eye Experience features originally came out of the box on the HTC Desire EYE.
